RIALACHA - OBJECTS AND RULES
as proposed by
Special Rules Revision Sub-Committee and presented at A.G.M., January,
1980
CUSPOIRÍ
- OBJECTS
- To foster and maintain among Irish
Republicans friendships formed during imprisonment or internment as a result
of their service to the Irish Republican cause.
- To provide social and recreational
facilities for those who have been imprisoned or interned for Irish Republican
beliefs.
- To provide for Members such welfare
facilities as the Committee may consider necessary.
- To support all lawful efforts
directed towards the establishment and international recognition of an
all-Ireland Republic.
BALLRAÍOCHT - MEMBERSHIP
- (a). Full membership shall be
restricted to those who have been imprisoned or interned for their Irish
Republican beliefs. New Members (Full) may be admitted by the Committee on the
proposal of two Full Members, and such admissions by the Committee shall be
for a probationary period of three months during which period he or she shall
not be entitled to vote at the Annual General Meeting.
- (b). The names and addresses of
persons proposed as ordinary or associate members of the Club shall be
displayed in a conspicuous place in the Club premises for at least one week
before their election, and an interval of not less than two weeks shall elapse
between the nomination and election of ordinary or associate members.
- (a). Associate membership will be
open to persons of good character who will subscribe to the Objects of the
Club, but who are unable to qualify for Full Membership. Associate Members
will be admitted under the same procedure as laid down for the admission of
Full Members (see Paragraph 5 above). Associate Members shall not be eligible
for membership of the Committee, and shall not have the right to vote at any
meeting of the Club.
- (b): No persons shall be allowed to
become honorary or temporary members of the Club, or be relieved of the
payment of the regular subscription or entrance fee.
- (c). No person under the age of
eighteen years shall be admitted to membership of the Club.
- (d). Persons shall not be admitted
in such numbers to membership not carrying rights of voting in relation to ~e
affairs of the Club. as will result in the number of members not having such
rights being more than three times the number of members having such
rights.
- A Member, either Full Member or
Associate Member, may be suspended or expelled from the Club by the Committee
for a breach of the rules or of any bye-law made by the Committee, or
for conduct prejudicial to the interests of the Club or of its Members.
MAOIN AN CHUMAINN
- PROPERTY OF THE CLUB
- The property of the Club shall be
vested in five (5) Trustees, whose decision as to the disposal of the Club's
lands, premises, fixtures and fittings shall be subject to the approval of the
Annual General Meeting or of an Extraordinary General Meeting called to
consider such decisions of the Trustees. It is the duty of the Trustees to
maintain the Principles as enshrined in the Constitution and Objects of the
Club.
- The annual subscription for full
membership shall be £3.00, payable in advance. The annual subscription for
Associate Members shall be £1 payable in advance. There shall be an entrance
fee of £1.00 for new full members, payable with the application but returnable
if the applicant is not elected to membership. There shall be an entrance tee
of £1.00 for new Associate Members, payable with the application but
returnable if the applicant is not elected to membership.
- Members' annual subscription shall
be due for renewal on 1st January of each year. No member - shall be
allowed to avail himself of any of the privileges of membership until his
subscription for the current year has been paid. Should any member fail to pay
his annual subscription on or before the 1st February, he shall cease to be a
member.
COISTE AN CHUMAINN
- CLUB COMMITTEE
- The business and affairs of the Club
shall be under the management of a Committee which shall consist of
Cathaoirleach, Rúnai and Cisteoir, together with six other Members,
three of whom shall may be elected as Leaschathaoirleach, Leasrúnaí and
Leaschisteoir. The Cathaoirleach, Rúnai and Cisteoir shall be elected annually
at the Annual General Meeting. The remaining six Members shall also be elected
at the Annual General Meeting.
All official and members of the
Committee shall be eligible for re-election. Failure of a Committee-man to
attend on three successive Committee meetings without a valid reason will
automatically. Leave this seat on the Committee vacant. Vacancies occurring on
the Committee shall be filled by co-option by the remaining Members of the
Committee. The Committee shall keep correct accounts, books and records and
shall submit for audit, not later than three weeks before the Annual General
Meeting, the annual statement of account for the previous year, together with
a balance sheet showing the asset5 and liabilities of the Club as at that
date.
The Committee shall meet at least
once in each calendar month, and the Rúnai shall send notice by post of the
date, time and place of each such meeting to each Member of the
Committee.
CRUINNIÚ CEANN
BLIANA - ANNUAL GENERAL MEETING
- The supreme governing body of the
Club shall be the Annual General Meeting which shall be held in the month of
June each year.
Notification of such a meeting shall
be by means of a notice in the press rather than by individual notices.
Motions to be considered by the
Annual General Meeting must be submitted to the Club Rúnai not less than
thirty days before the Annual General Meeting.
Any alteration or amendment of the
Rules of the Club shall be made only at a General Meeting of the Club with the
sanction of two-thirds of those voting.
The Rúnai of the Club, shall summon
an Extraordinary General Meeting of the Club on requisition signed by fifteen
members and such meeting shall be held within twenty-one days - of receipt of
requisition. The Rúnai shall notify each Member individually, at least seven
days before the date of the meeting, -and shall ensure that each member is
made aware, in writing, of the purpose for which the requisitioned meeting is
being held.
- (a). In the event of such a meeting
a deposit of guarantee must be deposited with the Cisteoir before notifantee.

this to be returned if the case is upheld.. Notification of such a meeting Is
by means of a press notice.
- Trustees, in whom the property of
the Club shall be vested, shall be elected at an Annual General Meeting and
shall be five in number. They shall remain in office until death, resignation
or removal by resolution of Annual General Meeting, and such resolution of
removal shall require the sanction of two-thirds of those voting on the
resolution. Vacancies on the Board of Trustees shall be filled at the next
General Meeting.
On removal or retirement a Trustee
shall do all the acts necessary to make available to the Club, or such persons
as the Committee of the Club may direct, funds and property of the
Club.
- Any member found guilty of
canvassing for votes for himself or others for any seat on the Committee or on
the Board of Trustees shall be automatically expelled from the Club.
BEÁR
-BAR
- (a). No member of the Committee, no
manager or servant employed in the Club shall have any personal interest in
the supply of intoxicating liquor therein or in the profits arising from such
supply.
- (b). Intoxicating liquor shall not
be supplied to any person under the age of eighteen years.
- (c). Correct accounts and books
shall be kept showing the receipts, expenditure and financial affairs of the
Club.
- (d). The same person, except where
that person is a parent, husband, wife or child of a member, shall not be
admitted as a visitor to the club premises on more than twenty times in any
period of twelve months.
- (c). A visitor shall immediately on
his admission to the Club premises, enter his name and address in a book which
shall be kept for that purpose and which shall show the date of each
visit.
- (f). A visitor shall not be supplied
with intoxicating liquor in the Club premises unless upon the invitation and
in the company of a member.
- (g). Intoxicating liquor may be
supplied on the premises of the Club only during the following hours:
- On Sundays, Christmas Day and Good
Friday: 12 noon -2.30p.m, 7.pm – 10.30pm
- On any other day: 11 .30a.m -
5.00p.m., 7.00pm – 11.30pm.
These times are adjustable at the
discretion of the Committee.
- (h). A Statement, printed in plain
type, of the hours during which intoxicating liquor may be supplied on the
premises of the Club shall be exhibited in a conspicuous part of the Club
premises.
- (i). Intoxicating liquor shall not
be supplied to persons who are not members of the Club for consumption outside
the premises of the Club.
- (j). Intoxicating -liquor shall not
be supplied to members of the Club for consumption out side the premises of
the Club except where the liquor is supplied in such quantities and during
such hours, being hours within the permitted hours, and on such days as the
District Inspector of the Royal Ulster Constabulary, acting for the district
in which the premises are situate, may authorise in writing.
